When he apologized to Herb, like a kid in kindergarten he just didnt understand that Herb does not owe him forgiveness. He cant just apologise and expect the people he hurt to drop all their feelings. When he tried to apologise to Penny too. It came from a good place(heh), but he stalked her and humiliated her and just didnt understand how maybe after 5 years showing up again to apologise will cause more harm than good.
Every time Bojack tried to better himself it was still very selfish, he did it so he could feel better and would (often) ruin it even more for the people he was apologising to.
