I think when her neck got snapped it disconnected her brain from body so her brain might barely work

Eve has a blocker that prevents her from manipulating living things. At certain points in the series she’s able to overcome it.

I was confused by that too. She does wave her hands around but does she need to do that? I could see it not being required but being such strong habit she has to or maybe more psychic blocks placed on her to make sure she isn’t too strong.
