Cecil is obviously a dark mirror of Fury, in full Man on the Wall mode. I don’t know that he’s ever shown a real human emotion to another person in the entire comics run. Everything he does is manipulation and plotting to keep the Earth safe, even when his plotting is what’s endangering it. I reread the comics and saw that everything he was telling Mark was just to control him, the most powerful being on the Earth’s side at that time.
Fury would have done the same thing though.
