I honestly think people are just talking past each other now. Yes, it is a ban; it fits the definition. These things aren’t allowed in those places, thus “banned”.
However, the material being banned isn’t illegal, so the end result just looks like censorship, which the government, private organizations, and even citizens do all the time. If you want the banned materials, just get them wherever they aren’t banned (such as the internet, nearly any retailer, or even this concert if you’re desperate). You won’t be arrested or even detained for possession of any of these books. It’s got the same energy as cutting out a curse in the middle of a televised movie.
