What he did is still equally bad either way. But do you think Bojack knew Sarah Lynn was still alive when he waited 17 minutes to call the paramedics? Or did he just assume she was dead? Just something I’ve always wondered

He was high as balls. I always assumed he tried to help Sarah Lyn but wandered around in circles for 17 min before sobering up enough to find a phone. Or he had a panic attack and hyperventilated and it took him as long to rally. Or he just blacked out and can’t recall the time. We never see it. I like to think he went straight to the phone in his mind, but he was just so wasted he couldn’t help her. It’s pathetic in another way, but I like to think it wasn’t literally Bojack sitting by a phone checking the time for 15 min wondering if he’d go to jail.
Also most people without medical background are likely to measure the pulse rate wrong, so it’s likely BoJack may have checked her pulse didn’t feel anything and assumed she was dead. Then figured calling 911 asap wouldn’t make a difference
