my guess is that cecil uses government funds to buy up neighboring houses over time, filling them with “fake” families to avoid suspicion, spies and shit. It makes sense

Omni-man has been flying in and out of there for over a decade, you gotta assume most of the neighbours know by now. They probably just get paid off.

Easier to pay families in on it to a degree. Gus had a couple living as a front for his safehouse in better call Saul.

Omni-Man doesn’t even fucking try to hide his identity. He flies to and from the house all time in broad daylight, he has no mask, it’s of no concern. The neighbors have to be chill with superheroes.
