Why would he write of Viltrumite weaknesses to begin with? He was pretty dedicated to his eventual takeover. So why would he ever write anything which could ever come back to bite him or his people in the ass?

I always thought it was meant to mean that he had been somewhat subverting the Viltrum empire all along. Maybe somewhat subconsciously keeping records of threats to Viltrum incase he ever turned coat.
Probably an early indicator that his life on Earth had changed him despite what he thought.

He could aswell be keeping tabs on possible threats to his race along his exploration duties before being selected to conquer Earth.
