Haven’t watched the newest special, but I’m assuming Cartman is representing overly sensitive “anti-woke” people

    Trey and Matt have said in interviews that over the course of the show they realised they are more like Cartman than the other characters, which is why they stopped using Stan and Kyle as a mouthpiece as much, and we saw more of Cartman representing their viewpoints. For example in the cartoon wars episodes.

    And also, not everything Cartman says is evil. Theres 26 years worth of South Park, hes said hundreds of hilarious and relatable things where he definitely had a point.

      That weed burgers episode where at the very end of the episode he finds out he’s eating veggie burgers and says something along the lines of “I wanna eat trash junk food and this is exactly trash junk food PLUS I get to feel like Im better than anyone else?! Awesome” was ON POINT. He was the voice of the reason of the whole matter
