I’m the daughter of Korean immigrants to the US. Yes it is normal for Korean people to talk like this. It is normal even for strangers to comment on your weight (call you fat or compliment you for being thin). Korean people are very blunt about weight.
Rates of obesity are very low in Korea.
I’m 5’1” and when I was at 120lbs was commonly called fat/chubby/piggy/etc. Earlier this year I lost 20 lbs and now that I’m 100lbs I am “normal”. For me to be “thin” and receive compliments I would have to lose another 10lbs.
With all due respect, Devin’s BMI looks like she is probably considered overweight by US standards. By Korean standards she is very chubby.
