In all likelihood, I truly believe Kirkman flat-out forgot about it when writing this part of the story. It’s never mentioned, even in passing, and there’s no in-universe reason it wouldn’t work.
Couldn’t he have implanted the noise device inside his head? Why didn’t he do that?
