Art is any human expression of a subject with a sense of beautifulness that stem from it’s intelligence, skillfulness or creativity of it’s expression.
a story is any narrative like going to your exams and meeting your best friend.
a story can be a work of art besides it’s narrative content if it can rise to the standard .
one example of a story that is in fact an art piece is “100 years of solitude by Gabriel Garcia” .

And Art is pretty subjective.
Just because something is art to one person doesn’t mean another person is going to agree on that.
mostly, the people with the right sense and knowledge will agree on what is artful. Van Gogh paintings fo example.
