We absolutely do see Judah and PC’s relationship. It develops fruitfully throughout his time at the agency. We don’t need to see their romance because we know from the friendship we had already observed that they are perfect for each other.

Arguably, him failing to treat Horsin’ Around seriously indirectly led to the Sarah Lynn incident. OP isn’t suggesting they are equivalent at all, I think. They are linked in a way though.
