Frieza, is hardly a crumb-bum. He can blow up a planet with one finger in his first form. Destroying a planet is shown to be pretty difficult for the average viltrumites considering it took Mark, Nolan and Thaedus combined to do it.

Nolan would honestly be a pretty average if not on the weaker end of saiyans. With the exception of the absurd ones like Broly, Vegeta, Goku and the hybrids most Saiyans were close to viltrumites on the power scale.
