There is a pretty big gap between, he’s not being 100% honest and he’s trying to conquer the world solo.
Cecil probably kept a very close eye on him for a decade, but Nolan was actually playing hero very well for all those years. Eventually the human Cecil decided that he didn’t need to watch Nolan with both eyes 100% of the time, which was his mistake.
Not really. He knew his heroic “I”m here to help” was bullshit, but had no idea of the sheer scope of Nolan’s plan.
Not defending him, but at that point all he saw was a tool to keep the world safe.
Even if he knew something (maybe not to the scope of world domination) there isn’t anything Cecil could do at the time. Even when Mark came around Cecil still couldn’t do much.
He didn’t knew exactly what would happen, and he couldn’t really do anything. What would he do? Sent the guardians to kill Omniman? We knot it wouldn’t be wise. He just used Omniman’s help, and tried to find any weakness to use if they ever needed to kill him.
To be fair his gambit payed. Nolan definitely saved a hundred times as many lives as he killed. It was worth it.
