Your looks are set basically the moment you are conceived, and from what we can see of Mark’s brother there is still substantial alien DNA for the first several years at minimum. In short, by the time Mark was born his looks were set. He then grew out of his human DNA until it was almost all gone (almost pure blooded) by the time he gained his powers.
There is a pretty big gap between, he’s not being 100% honest and he’s trying to conquer the world solo.
Cecil probably kept a very close eye on him for a decade, but Nolan was actually playing hero very well for all those years. Eventually the human Cecil decided that he didn’t need to watch Nolan with both eyes 100% of the time, which was his mistake.
No, they do not. They have either actors or empty, but maintained, homes. Seriously, Cecil put a small nuke in that neighborhood, even if he’s willing to do anything for the cause someone is going to point out that a lot of people died unnecessarily.
My guess is that Cecil keeps all the nearby houses empty, at least every one with a clear view of the house. Possibly more.
During the holidays, agents decorate, and otherwise do the necessary stuff but overall the homes are empty and Nolan knows that. He approves because he doesn’t need to worry about his secret identity too much.
