There’s a huge theme of revenge and punishment being pointless if it doesn’t acheive anything. Sinclair did terrible things, but then went on to save countless.

Punishing him wouldn’t have achieved anything except deprive the world of his work. The viltrumites are another example, including Omni man. None of them were really punished for their crimes.
